I know this is an old thread; I just got back from Bulgaria, so indulge
me a little. The entire question of the place of growth in living
standards as a goal for economic policy is addressed in Lord Layard's
Lionel Robbins Memorial Lectures for this year. Look at
cep.lse.ac.uk/events/lectures/layard/RL030303.pdf. Layard's attack on
ordinal evaluations of utility and the role of economic policy in
promoting happiness is both empirically verifiable and highly
enlightening.
