I don't know the source of Nell's remark, but note that he doesn't sat
Lowe originated the idea, but that he was involved more at the level of
implementation.  Btw, re Esteban's query, Lowe was like most of the Kiel
School, weak (i.e., closer to mainstream) on monetary matters from a PK
viewpoint, though I have tried to argue that their work on growth and
cycles and structural and technological change, (un)employment and
public policy is highly complementary to the PK.  Lowe's point about the
rentenmark scheme was that from a purely (standard) economic viewpoint
it did not make sense, yet when viewed with social and institutional
(and social- psychological) considerations it did.  This was part of his
"plea for cooperation and synthesis" in the social sciences. Mat
