How can this not be a tremendous difference? What else can be more important
than to keep people afloat cash-wise?

Please read Bruce's excellent post carefully. It spells it out well.

You obviously have no idea of the different structure of unemployment
support, work-for-dole
programs, breaching, the structure of FaCs, the structure and ambit of
DEWR, and all the
rest of the detail. If you did you would not be making these
unsubstantiated allegations.
