What distinction are you drawing between calling a Job
Guarantee programme an Employer of Last Resort program, or
calling an Employer of Last Resort programme a Job Guarantee
programme?  They are different names for the same thing. What
happens to those that decline a JG/ELR job could well be
whatever happens to those who presently decline a job offer,
or it could be a new programme introduced in conjunction
with the ELR/JG programme.

Hopefully what will happen as a result of HAVING an
ELR/JG programme in place is an avoidance of a dole and
all the vile consequences of developing a dole subculture
among those who presently face long term exclusion from
employment (one of those consequences being, of course,
the right wing dynamic of blaming the victims of that
subculture for their exclusion, and then moving in the
direction of an American-style system).
