City of Beijing announces Job Gaurantee

The Vice Director of the Labor and Social Security Bureau of the City of
Beijing  announced that the city will guaranttee employment to 90% of
all 180, 000 workers who have been unable to find job in the private
sector after being laid off from the public sector.   60% of the city's
unemployed are above 45 years of aage and 72% have been laid off from
distressed City-owned enterprises.
