As for elr, I think of it as the 'base case'
for a monetary system with a floating exchange rate.
That is, a govt first 'wants' something (real goods
and services, usually) and to get it levies a tax, and
then offers its currency in return for what it wants.
As single supplier of the units of currency payable to
it, it will get what it wants on its terms.

are doing today, set up a tsy, cb, reserves, etc.
but I would wager it would not.  We have all this
stuff as a residual from another, fixed exchange rate,
era.
