Barkley's undogmatic position makes sense. I'd add that the strongest
pro-trade argument is Austrian, not neoclassical. Advocacy of free
trade does not require Ricardo or HOS or other neoclassical models and
hence the case for protection is not advanced by upsetting these fragile
heuristics (fish in a barrel!). We need to think in terms of dynamic
situations, scale economies, and unemployment.
