A Tobin style tax could be used finance rebates for citizens.
This would counter balance the negative consequences of a
Keynesian stimulus.

Tobin Tax is ineffective measure to stop volatility but there is
no reason it can't have other positive effects. (I suggest
if Paul Davidson became pro-Tobin tax for *this* reason, his
proposal to prevent volatility will be taken more seriously.)

Of course it will "hinder trade", but it is not going to stop trade.
The world will not come to an end if Tobin style taxes are implemented.
