The Chossudovsky post is a string of overheated assertions. Note that
"pressured by Washington" is unevidenced; note the effort to smokescreen
the lack of evidence for bullying in the further assertion of "being
discussed behind closed doors."  There are obvious local political
economy explanations for the adoption of these unfortunate monetary
institututions that do not require us to assume financiers' conspiracies
or pervasive U.S. hegemony.

The Jennings/Chomsisengphet article for which a url was posted is an
academic exercise that is neither a proposal nor an official view.
