I believe if it was exterminated, and
gas prices shot up within a year, we would stop dragging our feet to come

with more efficient types of transportation and factory power sources.

Efficient transportation meaning what? Rail roads?
Light rail commuter transportation? Give me an example of the kind of
transportation you are thinking of? Once you suggest a means of
transportation --for specific purpose(s) -- then perhaps we can figure
out a policy to promote such a mode? But making gasoline more
expensive (by more taxes) without any absolutely
cheaper alternative merely would hurt low income people the
most. And making it more expensive , just so something else becomes
(relatively) cheaper, can never be in the social interest.
