Elias' assault on the unfairness of the present situation is entirely
justified, but under the circumstances of evolving international law there
is not much that can be done - perhaps sometime in the future - After all,
we haven't even settled the question of whether cooperation or exploitation
is to have the upper hand in economics!

We have already moved, albeit slowly onto a territory where states have
decided to go to war on behalf of the human rights of a resident population.
The Kossovars are quite a large group - and appear to have been placed in
very dire circumstances by something, we really are not sure what - that
calls itself a state. A group of states, the "allies" have decided this is
not acceptable behavior - and have polled their citizenry - to get them to
agree - the actions of the offending state were just too horrible.

This is the third time in a row for those guys - and by an ancient rule of
thumb - it is time for them to go out.

Suppose the allies manage to remove the present leaders of that state before
they do any further damage, and proceed to bring that complex of countries
to
somewhat civilized status, where ordinary policing and argument through the
legal system is sufficient to maintain the fundamental rights of humanity,
and enhancements to those rights are possible through a political system.
Then and only then, will the action in the Balkans have proved that progress
in the direction of assuring the umbrella of sovereignty protects only
against offense, rather than screens against  victims' cries.

Yes, in due time - perhaps even soon if the current action has true
success - it will become possible for there to be a recognized
internationally enforced protection against oppression of any people by
their rulers, even absent deadly violence and ruthless spreading of
suppression to the innocent.

The best possible way to reach the goal of human rights for all is to stay
the present course as fully as possible. Once the Yugo-Serbo leaders and
their armed forces are completely neutralized, when the evidence is
gathered, the case is tried and just sentence has been passed, then perhaps
it will be possible to move on heartily on to the next indictment, though I
doubt it will fall on any NATO members.

The international courthouse is still under construction.

If a resolution of the pan-Balkan problem is to
be sought in the context of economics - the operative question is how to
force the advanced economies to take on the task.

That's a tough one - unfortunately it seems to depend on there being
governments on the ground able to channel the required investments through
to their people.

Well, I guess someone will come forward to take the cheque!
