Of course that is up to the political process.  But as Randy pointed
out, at least they will be required to show up on time and spend the
day on the job, presumably clean and sober.  This should prevent some
of the depreciation of unemployment.  At best the elr pool could
perform usefull, productive tasks, and even undergo training, etc.
