I'll try to explain what I meant.
- If we want people to move quickly and easily from ELR jobs to "usual"
jobs, they must have skills that are useful,
- The quality of their skills will depend on the jobs performed on ELR
program. Digging holes does not build skills.
So comes the question : what will do the people on these ELR jobs?
