Rough draft for changes at pkt

Suggestion:

Rather than imposing a limit on the number of messages someone
can send each day/week/month, why not post each month
a list that gives the top 10 message posters for that month?

This will serve to identify anyone who is sending "too many"
messages each month. The public knowledge that someone is
sending, say, 100 messages a month will help to create social
pressure for this person to cut back in the number of  messages
they send.

Further, rather than put restrictions on ALL this will put social
pressure on only the select few who post continually.
