rough draft for changes at pkt

Dear Pkters,
Please feel free to continue your discussion about pkt on the open
forum, but given the messages I've received so far let me make the
following recommendations:

1) Subscribers voluntarily restrict themselves to seven to ten messages
a week. This gives the subscriber flexibility in deciding how to distribute
their messages over the week, instead of having some fiat rule that says you
can only send out one message a day. If a subscriber goes over this amount,
then I send them a nice little reminder. If they do it again, then I send
them another reminder. But if it happens a third time, then we put their
name on a software filter that automatically restricts the number of
messages they can send out.

2) To allow for spontaneous discussion and development of ideas to the
fullest, during the times we have seminars subscribers can send out as many
messages as they want that conjoins with the seminar; messages must carry the
seminar subject heading.

These proposals strike me as a compromise of the different concerns we
have. Again, I appreciate all the thought and responses people have made.
Let me know what you think.
