G'day all:  Craig's horror story about The Journal of Economic
Methodology is indeed disturbing.  The editor's behavior was extremely
irresponsible, and beyond that extremely unwise considering that JEM
is a brand new journal that, presumably, will need to be on good terms
with contributors in order to attract good quality submissions.  So,
what to do?

I don't know how the matter stands - i.e. whether Craig has tried to
get the editor to set things right.  A firm and well-reasoned letter
might turn the situation around.  (But I wouldn't blame Craig if he
decided he didn't want to have anything to do with JEM now.)  I am
hesitant to recommend a submission boycott (or, for that matter, a
subscription boycott) on the basis of one report of a bad experience.
Maybe the best thing to do is to ask that anyone who has a similar
experience of unethical behavior on the part of this journal let
people know about it; then if a pattern does seem to be developing,
people can indeed avoid submitting to it.
