I am in an agreeable mood and want to second Herb's advocacy of rent-seeking.
But it must be incorporated in a non-politicaly biased way.  That's been
my fight with the public choice crowd.  For it to be usefully integrated in
one needs a theory of institutions, and one must make value jedgements about
"good" political action and "bad political action."  It really messes up
the analysis.
