My own view is that policy makers don't listen to mainstream economists
any more than they do heterodox economists. They listen to politics and
if they can use an economist's ideas they will. Keynes w
was listened to not because of his theory but
because he was part of the policy establishment. Roosevelt had only negative
things to say about Keynes. Keynes' policy advise was not listened to but
adapted to the U.S. situation by the CED. Then it was listened to.
As for Krugman, I would say some of the strategic trade policy
proposals are not standard mainstream. The point is that it is the
popularizers that are listened to, and if they happen to be theorists, they
then fine.
