Dear Ric, There is good reason to believe that Lowe and Schumpeter have met,
e.g. on the occasion of one of the meetings of the "Verein für Socialpolitik".
In order to get a more precise idea about the relationship between the two you
might ask Harald Hagemann in Stuttgart Hohenheim. (He is currently editing a
book on economists who emigrated from Germany and Austria in the 1930s. Best
