I fully agree with Doug Henwood's charecterization of the Marshall Plan
not being a charitable enterprise on the part of the U.S. govt.
It is worth noting that in addition to the objective(s) of the Plan which
Doug mentioned there was also another objective: the financing of the
spread of the influence of U.S. based multinational corprations.
In 1974 the U.S. Senate Committee on Foreign Relations published
MULTINATIONAL OIL CORPORATION AND U.S FOREIG POLICY in which the
following following directive from Sec. of State Acheson to the Economic
Cooperation Administration i.e. the Marshal Plan is quoted:
"It is the ECA policy in every petroleum transaction an American
company is involved. Not only are firms incorporated and residing in the
U.S. eligible to receive ECA financing but ECA procurements for petroleum
further contain the following provision: "Deliveries from sources other
than the United States and its possessions will be eligible only if made
by American owned and operated companies"
