The point about the Kremlin bell and cannon was that
gigantomania may have been a Russian phenomenon unrelated
to central planning. Both date from tsarist times.

PS: They were "planned," at least in that they were built
by the state. The cannon was certainly "plannned" to provide
deterrence, much like later humongous H-bombs. The bell was
sheer ego.
