Absolutely illegal in the U.S.
Although the country itself was founded on a general strike.
It's not the illegality that prohibits a general strike in the U.S.,
but the disinterest of the people, nourished by milk-toast corporate
media and its control of the national conversation. In the beginning,
people were not disinterested -- the revolution was part of their
lives. Today, stuff like that is just another TV program.
