Sulfur trading in the U.S. cost less per amount of sulfur emissions
reduced. But cost per life saved via sulfur reduction is extremely
low. Considering sulfur reduction and mortality and health benefits
alone the cost/benefit ratio was many times greater in Europe than in
the U.S.   Additionally the differing technical means used in Europe
also reduced NxOx emissions and other pollutants, which produced more
health benefits.
