[Pen-l] prostitution and "harm reduction"

shouldn't progressive economists have a strong presumption against the
use of incarceration to control aspects of prostitution that do not
involve physical coercion?

wouldn't it be more humane to advocate a "harm reduction" strategy, as
progressives generally do with respect to the use of controlled
substances?
