I read it. I didn't like it. The author, Lant Pritchett argues that a
strong highly competent government apparatus nevertheless is highly
ineffective in implementing welfare programs because of corruption,
absenteeism among government employees etc.

So what's new? Pritchett suggests this shows a disconnect between the
"head" and the "body" hence the "Flailing state". It is an utterly
vacuuous expression clearly invented for considerations of clever
wordplay and little else.

In short, nothing profound here except perhaps a catchphrase.
