I don't know enough about the facts behind the timing, but this
statement seems a tad too conspiratorial and far from obvious. In a
gigantic bureaucracy such as the U.S. government, the left paw doesn't
always know what the right paw is doing. This entrapment scheme
started under Dubya and likely took on a momentum of its own (egged on
by low- or medium-level Feebies) -- and it's quite likely that the
Obamen didn't even know about it.
