The reason for that decline is partly due to the Farrell v. Allen case filed by a team of San Francisco Bay Area law firms against the DJJ for its substandard conditions in the state's youth prisons. The conditions ranged from staff assaults on youths to their inferior educational and mental health services and overcrowded prisons." |
