Not as easy as it looks, Doug.  Yes, they're working, but they're still not 
paying the full cost of their education.  Either that's welfare or the 
subsidy is in response to positive human capital externalities and...oops, 
you've gone to another place that the right, or at least the portion of the 
right that believes that governments shouldn't "intervene" in market 
interactions, would prefer not to go.
