The California Democratic Party has had 30 years to fix Prop. 13. The
key problem is that large office buildings and other corporate real
estate are rarely sold and re-assessed, while homes are brought up to
market assessment every time they are sold, once every seven years or so
on average. The Democrats have never put together a serious campaign
tackling this problem, which would culminate with a simple ballot
initiative.
