And does anyone seriously believe that water-boarding is the most
severe interrogation tactic the CIA ever used in Iraq or Afghanistan?
It is merely the most severe tactic that they *openly acknowledge*
using. And does anyone seriously believe Communist states are any
better?

Torture has been practiced and will continue to be practiced as long
as there are nation states and wars etc.

What the Bush admin did was push the boundaries of what's acceptable.
