I think it is merely that the Bush Administration did not practaice
"deniability" as carefully as did the Eisenhower, Kennedy, Johnson, &
LBJ administrations. Torture has been standard operating procedure in
all anti-guerilla suppression campaigns. And as Paul Wright, formerly a
Washington State prison inmate, editor of Prison Legal News, and now a
resident of Vermont, points out, nothing that happened at Abu Ghaib
would have surprised anyone who had spent time in U.S. prisons. And the
Indiana police chief kidnapped and executed in Uruguay some decades ago
was there for the prupose of training police there in methods of
torture. And the Shah's SAVAK learned their torture methods from the
CIA.
It is absurd to attach special blame to the Bush Administration.
