I found the reference:

Perelman, Michael. 1971. "Second Thoughts on the Green Revolution." The New Republic, v. 165 (17 July): pp. 21-22.

At the time, the big promoter at the time was Lester Brown, who is now a greenie. When he came to Chico, I asked him about the article, but he was not very interested.
