Yes. Only in the most extreme circumstances do ruling classes reach
anything like united around a specific policy. And at the present time
it seems as though major secotrs of u.s. capitalists are loosely united
_in support of_, not against, Obama's Administration.
Also, if any capitalist ruling class were to become substantially untied
against a "liberal" capitalist policy --- there is a useful name for
that, a name Iusually avoid, Fascism. And there is no serious fascit
threat in the u.s. at present.
