Doyle;
Atheism requires a being in the world stance.  Buddhism is about  
dropping the illusions of life.  Knowing past the appearance of  
things.  In other words while vague about being outside the world  
taking a stance that is the center of knowledge for a Buddhist.  In  
this sense a Buddhist can't know what is outside the world but knows  
it is there.  And therefore is not an atheist.
