Do these institutions also encourage students to be Bushocrats and/or
self-styled libertarians?

By the way, one reason we may see more cheat, plagiarize, and feel
entitled is that might involve more competition. Both the school and
his parents expect the kid to go to Harvard (or other elite places,
like the one I went to) but there are only a limited number of slots
available. There's thus a "winner-take-all" market. When Johnny gets
away with plagiarism, it turns out that his relative advantage doesn't
help him because Jilly got away with it too. So he figures out how to
hack the high school's computer to change his grades.

Of course, just as at the public schools, the teachers are overworked
and have a hard time controlling this process. On top of that, the
parents feel that their kids are entitled and so put pressure on the
teachers to ignore the problem.
