I have a question: how often (and when) has the Cuban government been accused of torture? Note that in asking this question, I don't care if they actually tortured anyone. Rather, have the "human rights" people pointed to this problem? (I don't care what the anti-Castro Cubans say.)
HRW made such a claim 10 years ago:
