Just because an organization is in many ways informal in its nature
does not mean that there's no "within." Neither the GOP nor the DP are
the kind of parties they have in Europe, but they do exist as informal
organizations around relatively formal organizations (the national
committees, the congressional caucuses, etc.) In other words, one can
be "within" a coalition, though perhaps the word "in" is better.

Is this more picayune, caviling, and nit-picking than thou?
