Yes, that's critical. And no wonder--it's a "welfare" program run out of
the Department of Agriculture. The auspices make a huge difference,
because as with other such programs, the point is to satisfy hunger
without impinging on profits. The fact that it is lodged in the DOA
ensures that agricultural interests will alway be well-protected.
