Japan is a bit complicated; from what I understand, the Japanese elite
in the course of the so-called Meiji restoration consciously adopted a
policy of mimicking Western imperialist strategies for their own
national development. Whereas in the West, imperialism was a somewhat
spontaneous development, in Japan this was engineered from the top in
a relatively short time-period. Indeed Hitler granted them the status
of "honorary Aryans" to justify their alliance:
