NO legislation, not
even any constitutional amendment, is permanent. The very word applied
to any action of the state is a serious lie.

no law can
bind future generations not
to repeal
said law.
However, in the US system
Constitutional
Provisions are most permanent ,
or require the most onerous
process to change.
So, the slogan might be for a
Constitutional Amendment
requiring that all banks
that are "too big to fail " ,
banks
whose failure would cause
a systemic
threat must be owned by
the federal government.
