That is a very subtle and important distinction and also one that is
missed by many people (including PEN-Lers).

Someone who acts (or fails to act) because of ideological conviction
deserves to be criticized the way Obama is criticized on PEN-L.
Someone who is cautious because he is yet unsure about the balance of
power between his supporters and opponents, needs not criticism but
encouragement and support from below.
