at the economics convention, I talked to a minor California state
official who indicated that Ah-nold does not understand budgets at all
(even though he is smart in other ways).

In the GOP spirit, here's a good idea for raising worker productivity:
fewer bathroom breaks. The nervous energy produced by "holding it"
will power more intense work.
