This is a remarkably disingenuous use of "apparently" and "most":  Even if, 
OTOH, there are substantial tax benefits to the likes of Mort Zuckerman in 
establishing the foundation that was scammed and also like other donors, 
OTOH, the Madoff-caused losses to those foundations, the related numerous 
real-life charities, educational institutions, etc., etc., have been 
enormous according to the journalistic estimates so far reported.
