Yes. For twelve years, conservatives have dismissed `sky is falling' 
social welfare advocates who said that TANF was predicated on an economy 
without recessions and steady, reliable low wage work. An extension of 
the law is due in 2010. Democrats want to include education as a work 
credit, but if the economy is still cratering in 2010, they're going to 
have go further and end the five year lifetime term limit.
