something similar happened with immigration "reform." Bush & the DP
were allied, but then were blocked by the GOP congresscritters.

Maybe. It's also possible that sometimes the "committee for managing
the common affairs of the whole bourgeoisie" can't get it together to
decide what's the best thing to do. Particular interests sometimes win
over the class interest, especially since the latter is often hard to
pin down.
