Right. That's an important reason why there should not be a
single-minded focus on any single "progress" indicator -- and why
citizens need as much information of all sorts as possible. More
importantly, however, we need more democratic controls over elected
officials, for example, the right to recall them in mid-term (making
them our delegates rather than our representatives). These delegates
should also be denied any special privileges, perks, or pay that
create the incentive to cling to office.
