it depends. If US consumption falls but that of other countries
(China, India, etc.) rises, we might see a net increase in
environmental pollution, since a lot of "third world" or "emerging
market" countries have low environmental standards. If our interest is
in reducing pollution, we should focus on environmental controls
instead, along with carbon taxes and the like.
