That fits my (very small) experience with move-on,org (my wife
participated in one of their efforts). The leadership sent an audio CD
of instructions and phone number lists to the participants, who then
voluntarily obeyed. If they didn't like the DP party line on this
question, they wouldn't have participated. But they had no control
over  move-on.org's positions, strategies, or tactics (as far as I
could tell). I guess it's a consumerist model of politics, with the
participants playing the role of consumers of a product offered by the
entrepreneurial move-on.org leadership.
