[Pen-l] China, Russia issue joint communique on co-op
Motivated, one might guess, as much by long traditions of Confucian
prudence, as much as by any remaining post-marxist perspectives, it is
possible to see here how China is rapidly positioning itself ahead of the
Group of 20 meeting in 2 weeks time.

The news reports show than Wen was taking in Mongolia in his travels, but
the strategic goal is to strengthen a major strategic alliance with Russia.
Some of China's trillion dollars of exchange reserves will presumably go
here, in return fo priority for Russia's natural resources. A promise to
support Russia's bid to join the WTO suggests they are likely to align their
attempts to take a higher profile in a multi-polar world.
It looks as if out of both diplomacy and realism the Chinese are not going
to pin all their hopes on some financial realignment that will revive the US
economy to provide once again a ready market for Chinese goods.
If these moves are significant ahead of G20, it means that the USA, if the
worst comes to the worst, with McCain at its head, will have less freedom of
manoeuvre in the world on its own.
