"FDR-style populism"?? whatever one can say about FDR, he was no populist. He was one of the "Eastern Elite," after all. Maybe you can say he was a "progressive" (like LaFollette or Teddy Roosevelt) but populism usually refers to mass "middle class" and working class opposition to elites.

Weren't the LaFollettes (Suzanne LaFollette participated in the Dewey Commission), like Huey Long and Bill Langer, products and exponents of mass "middle class" and working class (and farmer) opposition to elites?
